Study On Public Participation Mechanism From The Perspective Of Social Management

Since more than 30 years of reform and opening up, China has made many fruitful explorations in the fields of economy. Many significant achievements have been made in China’s economic system reform. China’s economic power and comprehensive national strength enhanced markedly and it became the world’s second largest economy, which provided a solid material foundation to meet the needs of the people. But the basic contradiction of the primary stage of socialism in China still has not changed. Many social problems hinder the construction of a harmonious socialist society with Chinese characteristics. The imbalance and inharmonious problems during the social development of our country are prominent. The development of the ability to solve all kinds of social problems can not keep up with China’s economic and social development. Therefore, according to the new changes and new features in China’s economic and social situation, the Central Committee of the Chinese Communist Party made important decisions to strengthen and innovate in the social management of our country. With the globalization development of world economic and the gradually improvement of the system reform in our country, the market economy system is gradually established. Therefore, the profit distribution is more uniform and the distribution becomes more and more reasonable, which changes people’s economic and social life. Thus, the social demands of the people are constantly improving, resulting in significant increase of social problems. There are new requirements for the social management of our country, which cause great pressure on the government’s social management. So, it is not enough to depend on the Communist Party and the government. The broad public also should participate in the social management.These years, China conducted many effective researches in the area of the public participation in social management and achieved a lot. But China’s publi c participation in social management lacks system protection; the public’s sense s of participating in social management is weak and inactive, the participation channels and ways are less and single, the public conflict with government in the target of social management, the public can not take part in the social management effectively and sufficiently. So the system of the public participati on in social management must be set up and improved. Through improving m otive system of the public in social management, profit conveying system, info rmation opening system and protection system, exerting adequately the public b asic roles in social management.This article is to correctly understand and grasp the foundation of social transformation period of public participation in social significance on Management, Starting from the analysis of the concept of social management and public participation in New Period, In the period of social transformation in the social management of public participation mechanism problems as the research key, On the analysis of the problems and find out the reasons causing the problems, Puts forward the way of solving the social management of public participation mechanism in question. Thus, to create favorable conditions for the construction of social management mechanism for public participation in our country, safeguard the public to lawful and orderly participation in social management in construction, so as to lay a solid foundation for a harmonious socialist society. This paper is divided into five parts. The first part, mainly is the important significance for the public to participate in social management and research at home and abroad are described. The second part, mainly describes the related concept of public participation in social management and theoretical basis. The third part, the main analysis of the current social management of public participation mechanism in difficulties, the fourth part mainly aims at the social management of public participation mechanism in difficulties encountered, analyzed the reasons for these difficulties. The fifth part, in the presence of the plight of the mechanism of public participation in the social management and the analysis of the causes, propose ways to improve the mechanism for public participation in social management.
