In the present chinese social transition period, various kinds of contradictions and problems emerged through the continuous development and changing of social system and structure, for example: the man-made disasters like the outbreak of the SARS virus and Bird flu, Water inrush and Gas Explosion in the mine, the illegal ingredient of the Melamine in the infant milk powder ; the major natural disaster like the Earthquake in Sichuan Province Wenchuan. Some of the disasters even turned into public crisis which threatened the life property safety of the people, and challenged the public crisis management.The government plays the leading role in the public crisis management. However, the government is not able and should not carry out the whole responsibility of the management. It is important to recognize the importance and necessity of the participation of the social force, which can effectively remedy the disadvantage in the course of administration on public crisis, such as shortage of resources, systematic rigidification, etc., The practice in western countries had proved, in recent years, the social force is playing an important role in the course of public crisis management.Therefore the writer believe that it is most important to develop social participation mechanisms in public crisis management, which can urge social force take the initiative to make progress on administration of the public crisis, and improve our country's abilities on crisis preventing, solving and resuming.As above mentioned, the writer suggest developing our country's social participation mechanisms from the following six points of view. The first of all is to set up and perfect our country's emergency plan. The second is to lead social force to take more actively part in public crisis administration in our country. The third is to perfect the legal system of public crisis administration. The fourth is to improve information management of public crisis administration. The fifth is to strengthen the whole society's sense of dealing with the public crisis. The sixth is to construct harmonious society.
