The Impact Of The New Normal On Local Government Competition And The Improvement Of The Countermeasure Research

Along with the development of The Times, China’s fiscal decentralization, after the tax reform, the debt of local government, tax management, and budget implementation arrangements had certain autonomy. In order to have a better development of Green GDP, give a preferable service for people, and pursuit the local economic development, the local governments carry out fierce competition with limited area and resources. The positive compete is beneficial to build a benign competition order, promoting the development of the government economic and the society. On the other hand, negative compete can influence the competition order and strangle the society development,for example, the public facilities can be built repeatedly, the preferential policy will be supplied excessively, the regional protectionism is appeared everywhere, the area environmental pollution can be very serious. Based on the current development of our country and in the form of the universal law of economic development, countries put forward the concept of the "new normal" economy development. It can promote the healthy competition among governments, optimize the allocation of resources to promote the harmonious development of economic and social, and improve the level government governance.This paper USES literature, empirical study and comparative methods, with the way the content of the local government competition, competition, and analyzes the social problems of the competition. The local government competition is caused by the excessive pursue of the political、economic and personal interest. Against these problem and the “new normal”, this article states the meaning 、political feature of the “new normal” and the influence of “new normal” to the local government competition. At the same time, puts forward some suggestions to improve and standard the competition. Such as: complete the market supervision policy, standard the method and order of market competition, build a new relationship between the company and government, improve the competitive strength, establish environmental protection system, create regional collaborative development and so on.This article insists the key of the victory is who can provide public goods, social security and service effectively under the background of “new normal”.Under the new normal background, local government competition will be gradually into the “system” competition from the initial “resources” competition. With the overall development of China’s economic, the local government competition may will move towards regional cooperation eventually, and make better contribution to China’s economic development, provide better services for the people.
