Study On The Improvement Of Local Government Governance Ability In The New Normal Background

Local government is the cornerstone of state governance,which promotes the local economic,social and cultural development.Its governance capacity directly affects the level of local development and quality,and plays a crucial role in promoting the development of people's living standard.Under the background of "new normal",the pains brought about by the slowdown of economic growth,industrial structure adjustment,ecological environment deterioration and social contradiction increase,requests and gives challenge to the construction of local government's governance capacity.Therefore,in the new era and the new background,it is of great practical and theoretical significance to study how to improve the governance ability of local governments for improving the efficiency of local government governance and realizing the modernization of governance ability and governance system.This paper first defines the core concepts of the new normal state,the local government and the local government's governance ability,and introduces the foreign advanced theories related to the government's governance ability,including governance theory,new public service theory and sustainable development theory.This part as well as analyzes,under the "new normal",the necessity of studying how to improve the local government's governance ability.Secondly,this paper analyzes the current situation of the local government's governance ability under the "new normal",and expounds the shortcomings of the current local government's governance capacity,including the insufficiency of the economic comprehensive planning ability,the rule of law,the public service supply capacity,the environmental protection capacity,the crisis management capacity and the institutional innovation capacity,meanwhile,it put forward the reasons for their formation.Then,by studying the domestic and foreign outstanding experience about enhancing local government's governance capacity,this paper obtains effective reference and inspiration.Finally,it puts forward some suggestions for our country to enhance the local government's governance ability under the background of the "new normal".That is,sticking to the principle of finiteness,synergy,rule of law and sustainability,the local government should start in transforming its governance concepts and function,and reshape the relationship between the government,the market and society,thus to improve the efficiency of the government and enhance the local government's governance capacity.
