Prefecture-level-city party school is the main channel of training deputy section level cadres and department-chief-level leading cadres in rotation. Facing the CPC central committee political demands of grassroots cadres under the new situation, prefecture-level-city party schools’ political theory teaching class is not fully used to it. Finding and putting forward to the teaching problems in the prefecture-level city party schools provides a certain reference value to the reform and development of the current municipal party schools. This research studies from the following three main aspects: prefecture-level- city party schools’ orientation, present political theory teaching situation analysis and the innovation development of its political theory teaching classes. After employing political theories to analyze the data and related literature, this study analyzed prefecture-level-city party schools’ function, faculties and teaching plans, the author found that prefecture-level-city party schools have the many problems: the orientation has its deviation, political theory courses are relatively few, teachers’ knowledge structure is unreasonable, their teaching skills are backward, their teachings are lack of mode innovation and etc. The political theory curriculum reform of prefecture-level-city party schools should adhere to the scientific, standardized and institutionalized construction direction; establish a perfect system of collective lesson preparation, teaching supervision system and a series of party school management mechanism; promote teaching resources around the party school work as the center, and adhere to "trainees first" service concept to the curriculum, efforts to improve party member’s theory accomplishment and self-cultivation. To strengthen teachers’ subject position in teaching new mode of exploration, by establishing a fair and reasonable system of pay incentives, encourage teachers take the initiative to improve their teaching skills; allow party school teachers learn by rotation to improve the teachers’ knowledge structure. Party schools could improve its teaching mode by using modern teaching theory and advanced technology, as well as some new teaching patterns such as practice teaching, discussion teaching and network teaching. As for prefecture-level-city party schools, in the process of political theory teaching reform, policy makers should adhere the principle that party schools belong to the party, emphasis the key point to the theoretical classes and party spirit education, in order to final realize guiding teaching resources to the political theory class teaching line collection, to ensure good teaching effect of political theory course, and overall service the national situation.
