The Governance Of The Prefecture-Level City Under The Background Of The System Reform Of Provincial Directly Governing County:Challenges,Dilemmas And Strategies

The problems brought by The City Dominating County System have been widely criticized,such as city obstructing county,city suppressing county,city scraping county.Therefore,many people blame the unbalanced development between cities and counties on the prefecture-level city.To this end,a number of provinces in China are being implemented in the provincial governing county system in practice,which is intended to weaken the prefecture-level city management authority of the county-level government,thereby stimulating the development of the county economy.Unfortunately,in the reform process,it is easy for us to make a mistake: paying too much attention to the development of the county-level government but ignored the situation of the prefecture-level city in the reform.In fact,the prefecture-level city is challenged in the area of administrative position,county jurisdiction?the relationship between cities and counties and so on.It results some troubles such as the identity dilemma that is the combination of direct management and indirect management and the jurisdiction dilemma that is the incongruity between the right and the responsibility.Which makes it necessary to explore how the prefecture-level city play a role of the regional public affairs in the reform and the direction of governance of the prefecture-level city in the future.Therefore,it is a worthy topic to study the challenges,dilemmas and strategies in the governance of the prefecture-level city under the background of the reform of the provincial governing county system.According to the situation of the prefecture-level city in the reform and based on the DFS analysis framework,this paper was organized by the challenges the prefecture-level city was facing such as the decline in administrative position,financial damage,decrease permission,development limited and son on.And realized that the original administrative ecological environment of the prefecture-level city was broken.because of some objective reasons including the imperfection of supporting facilities,the conflict and timeliness of system changing and the difficulty to balance many interests.For the prefecture-level city,in the reform there must be some troubles such as the inaccuracy of identity positioning,the mismatching of the rights and the responsibilities and the embarrassing relationship between city and county.So,in the end,this paper will provide some optimizing strategies for the prefecture-level city from the following aspects: comprehensively considering the appeals of governments at all levels for reform,ensuring to adjust measures to localconditions and carry out classified reform,paying attention to build multi-subject management structure among governments,following up and updating supporting system timely and effectively and so on.Highlighting the city functions,innovating the governance manners and ensuring to play the role of radiation can be regarded as the future path for the prefecture-level city.
