In 2015, the way of entrusting the drafting of bills was established in the Legislation Law of the People’s Republic of China.There are some rules of the way of entrusting the drafting of bills in some parts of the local decrees,except the rule of procedure.There are no one to study the procedural rule of entrusting the drafting of bill deeply and systematically,although there are so many people studied the importance of the rule.Making entrusting the drafting of the local decree as a breakthrough point, the theme of this thesis is studying the procedural rule of entrusting the drafting of local decree’s bill.In the level of practice and legal norm,the drafting of local decree’s bill facing difficulties,which has the characteristics.In combination with all practical experience of entrusting the drafting of local decree’s bill, I try to build up the framework of process of entrusting the drafting of local decree’s bill which is necessary for the process and can match the conditions of our country.The first part of this theme is the start of the process of entrusting the drafting of local decree’s bill.
