Legislation is the starting point of the rule of law.With the introduction of the Decision of the Central Committee of the CCP on Some Major Issues of Comprehensively Promoting State Governance in Accordance with Law proposes many ways to involve social participants,particularly authorized third parties,in drafting laws and regulations under the leadership of the people ' s congress.The system of local legislative work is facing new challenges.The participation of authorized third party has the advantage of expertise,neutrality and a wider public base.In March 15,2015,the amendment of the legislative law of the People's Republic of China gave all the municipal legislative powers of the cities divided into districts.In the face of new opportunities,the participation of authorized third party with the advantage of expertise,neutrality and a wider public base will be playing more and more important role in local legislation.As far as I am concerned,the local people' s congress as the authority has the ultimate decision-making power in this process.The authorized third party,as experts from various academies,social organizations in relevant areas of social sciences and law firm.The liabilities of the local people ' s congress as the authority and the third party,including the relevant administration should be confirmed.Based on the problems and bottlenecks at this stage,the paper recommends that the local people ' s congress should strengthen its leading role and study new ways for authorized third parties to participate in local legislation,create a scientific management and competition mechanism,provide guarantees for authorized third parties and strengthen transformation of achievement.
