Protection Of Cultural Property In Times Of Non-international Armed Conflict

It is a very important issue to protect cultural property during non-international armed conflict in international humanitarian law. There have been many wars since ancient times. As long as there is emergence of armed conflict, there will be the destruction of the cultural property. After the second world war, peace is the main theme of the times, but the war is inevitable. And the main form of war has been transformed the international armed conflict into the non-international armed conflict.In the non-international armed conflict, the destruction of cultural property is particularly serious,such as in the Syria’s war, six world cultural heritage was destroyed.International community should pay attention to the protection of cultural property, for it is the wealth of all mankind and the crystallization of the wisdom,which can link our past and present. Therefore, it is an urgent and practical problem to protect cultural property during non-international armed conflict nowadays.Thus, we can protect the humankind’s cultural property by solving this problem.In this paper, I will analyze the international convention, which can protect the cultural property in the non-international armed conflict. Then, from a practical perspective, I will find the problems in implementing the international convention,which can protect the cultural property in the non-international armed conflict.Finally,I will find the way to accomplish the international convention, which can protect the internal cultural property.1. To accomplish the related international convention, which can protect the cultural property in the non-international armed conflict. I advice that the measures,which accomplish the international convention, should be practical.2. In order to protect cultural property in the non-international armed conflict,non-governmental groups should abide by the international conventions related to the protection of cultural property. The government and non-governmental groups can sign the special agreement to protect the internal cultural property. Besides,non-governmental groups can make the conduct rules which include the protection of cultural property.3. we can enhance the supervision power of ICRC( International Committee of the Red Cross) and UNESCO(United Nations Educational,Scientific,and Cultural Organization)on the premise of ensuring national sovereignty and territorial integrity,then they can make the government and non-governmental groups protect the cultural property in the non-international armed conflict.
