Ordinary high school academic test(short as AT) is a very important measurement for study achievement standard of students’ learning to relevant subjects, according to ordinary high school curriculum standards, it is easy to understand from the name that it can test students’ study quality and standard, can promote curriculum innovation, also it closely relates to National High School Test which determines the graduation and further study of students. While with the increasing importance of AT, cheating and disciplinary violation become a serious problem. The punishment for violation is either too gentle or too harsh, this is because the regulation is incomplete, especially can be seen from the incomplete legislation. So this paper will deeply analyze the dilemma and cause of AT disciplinary violation of cheating punishment, and provide the strategy on how to improve.It consists of four parts: the first is introduction- discuss the purpose and structure of the essay from the research background, purpose, contents and methods; The second part is introduction to some terminologies and theories used in this article- provide deep insight and easy understanding analysis for high school AT definition and importance; The third part is the research on problem and cause of AT disciplinary violation of cheating punishment- the causes are lack of attention, incomplete regulation, incomplete organization of test, and lack of supervision, the punishment system has no legislation to rely on. The fourth part is strategy for improving high school AT disciplinary violation of cheating punishment- first of all, to enhance the protection for students’ legal interests on AT disciplinary violation of cheating punishment; then it needs continuous improvements for legal basis so the punishments can follow accordingly; thirdly, to improve recognition program for cheating and punishment methods; fourthly, to improve the relief system of punishment; last but not least, it needs improvements for the supervision system to punishment.
