As the fundamental basis of human’s livelihood, agriculture holds a crucial position in many countries all the time. It seriously affects the country’s economic development. Therefore, all the countries especially the developed ones are carrying out a series of intensive policies supporting the agriculture development. This type of domestic support constitutes a significant part of the agricultural laws system. Meanwhile, it attracts plenty of attentions during the WTO agricultural trade negotiations. The dispute lasts from initial multilateral trade negotiation, to Dillon Round, Kennedy Round, Tokyo Round and finally ends in Uruguay Round, concluding Uruguay Round Agreement on Agriculture which sets some rules for domestic support. However, the reaching of Uru-guay Round Agreement on Agriculture did not make the agricultural trade develop completely in a liberalized way. The numerous compromises made in the aspect of domestic support during Uru-guay Round negotiation and the imperfection of the Agreement itself seriously disturbs the final effect on constraining the countries. Fortunately, the present Doha Round negotiation makes some improvement on it. The rules constraining domestic support are becoming more and more con-summate. Newly reached Agricultural Frame Agreement sets a reformation direction after realiz-ing the drawback of Uruguay Round Agreement on Agriculture.China is a completely great agricultural country.
