The balance between efficiency and fairness, the coordination of economic development and environmental protection will always be the key issues of the human society. Without natural resources and the ecological environment system, human alone cannot survive and develop, however, due to the limitation of science and technology’s development as well as the weak consciousness of environment protection, resources have been wasted greatly, and the ecological enviroment system has been damaged and polluted seriously. Those things combined together have significantly affected every aspect of our lives and economic development. The fast development and recovery of German industies after World War Ⅱ were at the expense of environmental pollution, thus, the ecological and environmental protection came after the pollution. The advancements of German environmental law have roughly gone through three phases, firstly, the development of environmental law was rather lagging-behind, secondly, highly targeted environment single laws have been rapidly made, and now there is a sound environmental legal system in Germany. German environmental law has distinct characteristics, such as, it focuses on the public participation and the environmental information disclosure, it pays a lot of attention to the environment prevention and the environmental impact assessment, the regulations are strict and detailed, in result, the effects are obvious. Since then it has embarked on the journey of sustainable development, in the future, German environmental law will vigorously enhance the circular economy, and actively promote the development of nuclear and renewable energy, in the meantime, "the United Nations Framework Convention on Climate Change," will also have a positive impact upon German environment.
