Second. analyze the essence and cause of environmental problem, and point out the function of government for environment governance from the public administration theory. Third. by analyzing the case of environment governance of domestic and abroad government, linking author's research about this problem, summarize feasible representative experience for environment governance in rural townships. Finally, analyze the direction and idea of innovative system by which resolve the rural environmental problem, and make some pertinence suggestions, fundamental countermeasures and advices.
