The United Nations (UN) is a reflection of the reality of international relations and the UN Security Council resolution reflects the current status of international peace and security. Since the end of the Cold War, a number of non-traditional security issues, such as environment, development, food, human rights gradually raise awareness within the range of "security issues". By the late 1990s, the UN Security Council adopted a number of thematic resolutions, forming a series of non-traditional security norms. Resolutions on Children and Armed Conflict (CAC) and Women, Peace and Security (WPS) in this period were passed, which confirms the deliberate actions against children or women are a threat to international peace and security.This article describes the evolving process of the norms on CAC and WPS. It clarifies CAC is on the internalization stage of Norm Life Circle while WPS is still on the stage of cascade. I argue that the international norms with the following features will be more widespread diffusion:on the aspect of international law, international legal norms has clear text and accessible for the states to follow it; regarding international organizations, international bureaucracies are capable to coordinate to further institutionalize the norms; with respect of the country’s foreign policy level, the wide and substantial institutionalization of states matter.
