It has been sixteen years since the reform of merchant ship legal inspection management system in 1998.This system has been identified and implemented by ship inspection institutions at all levels, acquiring good effects. It provides strong organizational guarantee and power for the development of the local merchant ship legal inspection. However, system is just a base and the derived management modes are various. The system still has some unreasonable and unscientific points, such as unsmooth decree among departments in institution, unclear responsibility division, different executive standards, weak supervision and management, backward technical skill, unqualified personnel, etc. Hereinafter, this thesis focus at solving the malpractice caused by the imperfect reform of merchant ship legal inspection management system, to make the inspection practice more effective and more adaptive to the market economic development.Merchant ship inspection management systems are multiple. There are government driven administrative management system with public interest as top priority and social organization driven enterprise management system with enterprise interest as top priority. Also the same system is different in central and local institutions. The structure of organization is obscure and duty is overlap. Even many times reform can not solve these complicated problems since 1998.This thesis will mot repeatedly analyze the system which has been researched by experts, but will only analyze its management mode, proposing a remedy which is adaptable in all or most areas of China, and which can make best use of State organizational structures, China classification society, civil organization, etc, to make the model more and more perfect.
