The corruption is a worldwide problem. Since the reform and opening, China’s economy is developing rapidly. the comprehensive national strength has improved rapidly, too. People’s living standard rises ceaselessly while the corruption problem becomes more and more serious. The corruption involves a huge amount of money and brings very bad influence to the whole society. Now, China’s anti-corruption situation is still grim. Therefore, study on the problem of corruption, has both important theoretical significance and important practical significance.At home and abroad, scholars study on the problem of corruption from different disciplines, different angles, and draw a lot of very practical conclusions. But in terms of the impact of corruption on the economy, the conclusions of the scholars can be divided into two distinct types. Some scholars believe that under certain conditions, corruption has a positive effect on the development of social economy, when the economy is in the best condition, there should be some corruption. Other scholars believe that the negative impact of corruption on economic development is obvious. Therefore, they advocate vigorously anti-corruption. Based on the problem of corruption and anti corruption research results, this paper starts from the angle of economics, uses envelope theorem to set up a model. By solving the equation of the maximum profit problem, we analyze the reasons why corruption is generated and give some policy suggestions:First, Under certain conditions, improve the wages of officials to reduce corruption.
