Inner Mongolia Autonomous Region Government Information Disclosure Study

In the information age, rapidly changing information, it has become one of the determinants of socio-economic development. The government holds valuable information society as a whole more than 80%, is the precursor of the national information process. Its own information is also closely linked with the public and political, economic and social life. Due to growing public concern about the country’s political life as well as to increase transparency of government information needs, the transition to the planned economy, in-depth administrative reform and the rule of law, democratization and information technology to promote the market economy, requires the government to achieve the Government Information DisclosureDevelopment of government information disclosure system of China’s relatively late. After the 1980’s government affairs at the local party pilot succeed, our country began to develop a unified national legislation to restrict the disclosure of government information. Several revisions, "Regulations on Open Government Information," in 2008 formally implemented. It is important to explore our government information disclosure legal system development, although very immature and perfect, but marked the government information disclosure system in China started to build up a milestone. Although the implementation of the "Open Government Information" has been eight years, China’s government information disclosure system also initially set up, but our FOI implementation process remains slow, the government information disclosure system there are certain defects:China’s " legal order bits open Government information, "the low, the legal system is imperfect, information disclosure, and the scope is not clear accountability mechanism is not perfect; in the specific operational level, some units and departments of government information open to varying degrees, there is a simple content, a mere formality phenomenon; some local government information disclosure methods are backward, unable to meet the requirements of the people to obtain information.This article illustrates that, in this regard the implementation of Inner Mongolia, which illustrate specific embodiments as well as inadequate information disclosure of this system effectively guide public information system construction in China. In the first part of this article to explain clearly the background and significance of the study, and learn from the successful practices abroad; focus on government information disclosure concepts and theories of part of the study immediately, but also discusses the significance of the existence of the system; the third part information disclosure realities of Inner Mongolia, analyzes its current achievements and shortcomings; and the fourth part of the main reasons for the existence of the information disclosure system deficiencies were analyzed and analyzed from the perspective of laws and regulations; and the fifth part discusses in depth improve the information disclosure of relevant measures.
