Geographical and geopolitical factors outline the historical features of the Russian Far East. Tsarist Russia began its pioneering exploration in Far East from 17th to mid-19th century. Obstacles showed in the reform of administrative divisions have explanatory power up to now. From the late 19th century to date, Far East has experienced four times of large-scale modern development led by the state and then slide into "de-development" stage. The development of Russian Far East therefore has been characterized by the historical periodicity and regularity of "development/de-development". Firstly, external pressures triggered previous "development". Secondly, development policy was dominated by path dependence, which its content tended to repetition. Thirdly, interaction with neighboring countries played a positive role in the development of the Russian Far East.Ukraine Crisis and its derivative effects give the Russian Asia-Pacific rebalancing strategy an increasingly important role. The domestic agenda of Far East development and the international one of economic integration with Asia-Pacific composite the two dimension of Russian Asia-Pacific rebalancing strategy, where joining the Asia-Pacific regional cooperation projects is the origin. Far East has been characterized by two attributes of weak influence and strong significance. Effectiveness of regional development policies was shaped and limited by four factors:geopolitical pressure, development aspiration, national reserves and management capacity. In the context of economic crisis, prospects of the Russian Far East is not optimistic, although the crisis may also drive Russia integrate into the Asia-Pacific region more actively.
