The Study On The Mass Line Education Practice Of The Communist Party Of China，and Guta District Of Jinzhou City As An Example

The report of 18 th CPC National Congress clearly put forward the view that around to keep the party’s advanced nature and purity,the party need to carry out the mass line education practice with the main content of people,pragmatic and incorruptible. The purpose is resolve the problems people reflect strongly and improve the ability to work well under the new situation. The mass line education practice began in June 18, 2013. It is carry out in a deep-going way from top to bottom in the Communist Party of China. The further development of the mass line education practice is significant to guide the Party members firmly establish a sense of purpose and Marx’s view of the masses, to improve the work style, to win the people’s trust and support, to consolidate the ruling foundation of the party and to improve the ability to serve the people.This paper is divided into four parts.The first part is the discussion on the basis of the mass line education practice. It is includes the theoretical basis and the realistic basis. The theoretical basis includes Marx’s view of the masses and the people based on Chinese traditional culture. The realistic basis includes the need to solve the problem of a shortage of the relationship between the party and the masses, to solve the "four winds" problems and to solve the problem of corruption.The second part is the basic situation of the party’s mass line educational practice in Guta District of Jinzhou city. It is make the study of the actual situation of the party’s mass line education practice in Guta District of Jinzhou city with the method of questionnaire investigation, face to face, and telephone interview. The analysis is about administrative tendency of urban community, mass work area, awareness of community cadres, mass working mechanism and mass working method.The third part is put forward to strengthen the mass line education practice in the urban community and the effectiveness of countermeasures and suggestions. It is includes explore the community governance model of "multi governance", sound and perfect the working mechanism of urban community masses, improve the comprehensive quality and ability of community cadres, mobilize the masses of residents to participate in community work enthusiasm and innovative urban community ideological and political education mode method.The last part is summarize the practical significance of carrying out the mass line education practice. It is includes firmly establish the sense of purpose, improve the work style, win the people’s trust and support, consolidate the ruling foundation of the party and improve the ability to serve the people.
