Research On Contemporary Chinese Social Governance Based On Marxism Society-State Principle

The balanced development of society becomes an urgent task for current Chinese social construction. Responding to the reasonable interest appeal of the people, coordinating the benefit relations, and guiding the orderly participation of social forces become the contemporary theme facing the Chinese government. Hence, it is the overwhelming tendency of the development of history to change the relationship between state(the government) and society. Decision of the Central Committee of the Communist Party of China on Major Issues Concerning Comprehensively Deepening Reform(Decision) identified “to develop socialism with Chinese characteristics, to advance modernization in the State governance system and governance capability” as the general purpose of deepening the all-round reform. Decision puts forward the important concept of "innovative social governance". The proposal of “social governance” is another important theoretical innovation in the contents of social construction as well as a great task of social construction. “To realize what kind of social governance and how to promote social governance” is a subject of crucial importance facing us, which requires us to clarify the theoretical basis of the contemporary social governance in China combining with the realities of China, to sort out interdepartmental relations among government, market and society for the deepening of information, to figure out their respective functions and to provide theatrical guidance for promoting the practice of social construction in contemporary China and stimulating the creativity of the whole society maximally.In the long course of human history, Marxism, based on the critique of Haggle’s rational view of state, scientifically illuminated the logic of the dynamic evolution of the state and social relations. The reciprocal and dialectical motion law between state and society revealed by the principles of Marxist concerning state and society requires us to grasp the historical node of social development, to change the relationship between the state and society, and to promote the dynamic equilibrium of the state(government), social and market relations for the ultimate purpose of the realization of social justice and harmony. The research on contemporary Chinese social governance based on Marxism society-state principle benefits to innovative social governance and construct public governance system of contemporary era; meanwhile it is conductive to putting into practice social governance in China and strengthening the voice of the Principles of Marxist concerning state and society in the study of social governance in China.With the methods of literature research, combination of history and logic, and combination of theory and practice, this paper, starting from related concept of social governance, defines social administration, social governance, social construction and their relations. Then, on a basis of those classical documents of Marxism, it analyzes those basic viewpoints about society-state relationship from Marxism classical authors, to accurately keep the essence of their thoughts. Marxism classical authors, basing on human history development process, elaborate the society-state dynamic evolution process and indicate the historical status of social standard, which reflects the legitimacy and necessity for the public to participate in “social governance”. Next, with the guideline of Marxism society-state principle, on a basis of dilemma for contemporary Chinese social governance, it also sorts out the course of contemporary Chinese social governance, analyzes the confronting problems, and finally proposes corresponding countermeasures.In the course of social governance in contemporary China, we should adhere to the guiding position of the principles of Marxist concerning state and society and hold fast to the idea of Marxism’s dominating role in constructing rules of social governance. The breaking of the "zero sum game" dilemma between the society and the country and the realization of win-win result and cooperation in social governance between society and state depend on government reform and institutional reconstruction, the regulation of public power, and the gradual expansion of the participation right of citizens. Based on the reciprocal and cooperative model of Marxism, the construction of the moderately separated but virtuously interactive relationships between state(government) and society is conducive to realizing the dynamically balanced and coordinated social governance system in China among governmental governance, social governance and market governance.
