The governing concept fundamentally affects the ruling length of the governing party and the efficiency o f the administrative activities, which can be used to judge the nature of the governing party. According to the practical needs, our party received the guidance of the Marxism- Leninism actively or passively and explored the governing concepts continually, achieving lots of creative fruits. After the founding of the People’s Republic of China, the exposition of the governing concept of the Marxism and the Soviet Union had a profound influence on the formation of governing concept of our party. Although the guidance is piecemeal rather than systemic, although our party never stopped the active exploration of governing idea to meet the social needs in every historical stage since its foundation, although there are some useful theoretical fruits and practical achievements, the understanding of the governing idea is difficult to adapt to dramatic changes of the current international economic and political situation. The governing ideas still can’t satisfy the demands of the requirements of our party’s self-ability building in the new period, and still can’t meet the needs of the ability requirements for achieving the strategic target under the increasingly complex situation at home and abroad. Since the 15 th National People’s Congress, the research of the party’s governing philosophy has entered a new period of rapid development especially marked by the Fourth Conference of the 16 th Congress of the C hinese Communist Party, the Party’s ruling theory system formed gradually. The governing concept helps to enhance the governing ability while the enhancement of the governing ability reflected obviously on the maturity of the governing concept. For that reason, our party should play an active role in strengthening the research of the governing idea based on the former theoretical fruits. Our party should make the most use of the guidance of the governing concept, forming the positive interaction with the governing achievements, thus help us to achieve the expected objectives.The governing concept of the C hinese Communist Party is specific and developing and it varies with the development of different periods. The governing concept is directed by the social background and the unsolved major issues at that time. It highlights the theoretic traits of the party, which is consistent with the former theory and keeps pace with the times.By analyzing the evolution and the connection of the Communist Party’s governing concept in different stages and different periods, the paper tries to draw some beneficial opinions to improve the party’s ruling ability, consolidate the party’s governing position, which can serve for the party’s own construction.
