Researchon Legal Issues Of Investment And Financing Of Rural Environmental Protection Infrastructure

Infrastructure is the focus of the construction of rural ecological, lack of funds is a practical problem faced by the ecological construction and how to financing has become the key to the construction of ecological and so on ecological construction of rural infrastructure financing problem research is of practical significance. In the era of the rule of law, the research on the sustainable development of environmental protection in rural areas has important practical significance.In order to promote the sustainable development of the rural environmental protection infrastructure, this study firstly reviews the theoretical basis of this study. On the basis of analyzing the connotation, characteristics and types of rural environmental protection infrastructure, this paper explains the connotation and requirements of sustainable development, and analyzes the necessity and feasibility of the sustainable development of rural environmental protection infrastructure. Using the theory of sustainable development, market regulation, the theory of the right to financial development of farmers, inclusive financial theory, imperfect market competition theory as the theoretical support.Secondly, the analysis of the current situation of the sustainable development of rural environmental protection infrastructure. In the study on the basic situation of the rural environmental infrastructure development, an analysis of current situation of rural environmental protection infrastructure, including market access and exit status, internal governance and financing situation, regulation and risk prevention status. On this basis,analyze the factors that restrict the sustainable development of rural environmental protection infrastructure, including market access threshold is too high, the market exit mechanism is not perfect; the internal governance structure is not perfect, facing financing difficulties; financial supervision system is rigid, risk prevention measures for single.Thirdly, investigate the legal system of rural cooperative finance in typical countries.Through the study of the development practice of rural cooperative finance in Bangladesh,Indonesia, the United States and Germany, the legal system of rural cooperative finance in various countries is analyzed. On the basis of this, it can provide useful reference for the sustainable development of China’s rural environmental protection infrastructure: to improve the rural financial legal system, the government provides financial support,innovative management system.In the end, the author puts forward the countermeasures to solve the problem of the sustainable development of the rural environmental protection infrastructure. One is to establish the basic principles of sustainable development of rural environmental protection infrastructure, including cooperative principle and farmers’ financial rights protection principle; the second is to perfect the legal system of rural environmental protection infrastructure, including adjustment of market access and exit legal system, to optimize the internal governance of the legal system, to reform the regulatory and legal system, improve the risk prevention legal system; the third is improving the operation security system of rural environmental protection infrastructure, including widening the rural environmental protection infrastructure financing channels, optimize financial ecological environment for sustainable development of rural environmental protection infrastructure.
