A series of charity scandals affect the credibility of philanthropy, such as the Guo Meimei event in 2011, the Decimal Point event of the China Charities Aid Foundation for Children in 2012, Oxfam charging high promotion costs from the poor families in 2014, "Charity Mother" defrauding money and the Starlight Special Fund dying in 2015. Admittedly, poor information disclosure has become a serious impediment to the development of charitable organizations. In recent years, the academic community calls for standardizing information disclosure system. Their study concentrated on building trinity perspective regulatory system of government regulation, self-regulation and community supervision. By exploring the intrinsic link between the different regulatory approaches, the thesis aimed at government regulation. An effective government regulation is a key method to protect information transparent and create favorable conditions for other methods.The title of this thesis is "The Reform Exploration of Government Regulating Charitable Organizations’Information Disclosure". Based on the accountability theory, asymmetric information theory and voluntary failure theory, I researched and analyzed status of the charity transparency and found that the lack of government supervision has become the main cause factor. From the backward ideas of supervision to single regulatory means, a series of problems have become an obstacle to effective charity information disclosure. Therefore, with government being the accountability subject, we should clarify its role in supervision, and strengthen the guidance to charities. In order to truly improve the transparency of charitable organizations, the government should build strong system, establish the specialized regulatory agencies, improve the professional quality of information disclosure personnel and public information platform to refine regulatory responsibilities.
