The Research Of Innovative Government Governance In Big Date

At present, with the rapid development of the date collection technologies and the popularity of ’cloud computing’ application, human society has been in the Age of Big Data.<Recommendations for the 13th Five-Year Plan for Economic and Social Development, which was published in November,2015, has stated clear:expanding cyber economy space, promoting the sharing of data resources, the implementation of national strategy and speed-up development of next generation internet. Big data has ascended to the national strategy level. It is a whole new challenge to the public governance model and the workflow. It was proposed in the Third Plenary Session of the 18th Central Committee of the Communist Party of China that ’the general purpose of deepening its all-round reform is to develop socialism with Chinese characteristics, to advance modernization in the State governance system and governance capability.’The economic system and the industrial structure have been keeping transferring and upgrading since reform and opening-up. It has deeply impact to the change of Political Governance in China, but still hasn’t changed the nature of the governance model of totalitarian. The completely new idea,’modernization of governance’, has not only adequately incarnated the new understanding to the law of the development of social history of our Party, but also presented new requirements to the innovation of governance. The key to achieving modernization of governance is effective governance. It is big date that is the technology method to transform the innovation of governance. In the era of big date, the intellection and methods of data management will promote the innovation of Public Management and Public Service.Using the methods of literature review and comparative analysis, I explored how to promote the innovation of governance by leveraging big date in this article. Firstly, it discusses the main theory of governance and the basic connotation of big date, elaborates the technical and social attribute of big date and the thinking models in the era of big data. Secondly, the effect on promoting the innovation of governance by big date, which is as a tool of technology, is described. Thirdly, it explores the era of big data has affected the innovation of governance as the external environment. Finally, the way and policy response of the innovation of governance under this background is presented by analyzing the challenge in the era of big data. It has an important significance both in theory and reality.
