Study On Governance Of Innovation System And Its Capacity Evaluation In China

Since the establishment of the People’s Republic of China, especially in recent decades, the science and technology of China has made rapid development and its innovation capability has been remarkably enhanced. However, with the development of science and technology, some hidden problems gradually exposed. The supply and demand between economic and science and technology appeared structural dislocation development. The scientific and technological achievements of China that promote economic development and social progress significantly are lower than the level of developed countries, meantime the low conversion rate of scientific and technological achievements and low impetus shortage has become a fact that does not dispute. In the nineties of the last century, countries around the world had constructed national innovation system through systematic allocation resources and policy of innovation in order to realize the function of the innovation system.According to the monitoring of the OECD, however, the vast majority of countries did not achieve the goals, which created a "system failure", showed the innovation main body competing for resources, innovation policy conflicting each other and even opposite, low efficiency of resource allocation.Our country is similar with those countries in constrution of innovation system, and still unrealized the overall efficacy of innovation system instead of overlap function on each innovation main body. Through analysis of the prolem induced "failed state" of innovation system, we found that the multivariate innovation main body had not been able to participate effectively in governance and the existing science and technology system hindered the development of innovation system in a certain extent. By introducing the concept of governance and expanding the use of public management theory in the innovation system are becoming a hot spot of the theoretical research in the developed countries. So the transformation from science and technology management to innovation system governance will become the mainstream.This paper was organized in accordance with the idea of "ask a question-analysis of the problem-to solve the problem". Namely, what is the connotation of the governance on innovation system? Why governance and how to govern in national and regional innovation system? What is the present governance situation and the governance ability of regional innovation system? What is the outcome of governance and its development trend in the future? Specifically, the paper combs the concept and connotation of the innovation system, and the literature review of national and regional innovation system construction and development. Then the paper reviews innovation system governance research and so on. In the third Chapter we discuss the transmutation from management of science and technology to governance of innovation system, answer the necessity of innovation governance, and expound the inevitability of the transition from management of science and technology to governance of innovation system, namely why govern. The paper compares the evolution between science and technology management and innovation governance, such as concept, connotation, tools, structure, mode, and so on, analysis several driven mechanism in the innovation governance subject, study the path choice of innovation governance in China. In the fourth Chapter we study the governance of innovation system and construction of innovation governance system in China, answer how to run in governance of national innovation system, which put forward an analysis framework of innovation system of governance. Based on some theoretical support and combined experiences of governance on science and technology innovation system in foreign countries, the paper accordingly puts forward policy suggestions. In the fifth Chapter we study the mechanism of innovation main body participation in innovation decision in the context of governance, build a matrix analysis framework on multivariate innovation main body participation in innovation decision, answer depending on what and how to govern the innovation system.Then in the Chapter six we discuss the governance ability modernization of regional innovation system and its construction, study how to govern the system of regional innovation and its development trend. We summarize the development and insufficiency of regional innovation system in our country, study the factors restricting the modernization of the regional innovation system, put forward the path of modernization. The following in Chapter 7, structure characteristics of regional innovation governance ability and its development evolution are given combined evaluation, and governance ability and level of regional innovation system are studied. The results show an unbalanced development in governance capacity of regional innovation system, strong governance capacity in the economic developed area and vice versa. The governance ability of regional innovation system with the development of economics, science and technology has strong positive relevance. The governance of regional innovation system is a complex dynamic system, driving the system evolution requires the joint action of internal cause and external cause. The "four force" structure of regional innovation system is nonsynchronous evolution with innovation governance capacity. Next in Chapter 8, this paper studies the governance effect of regional innovation system in the perspective of innovation capability and economic development, public service performance level of science and technology, which will be reflected the result of governance system of regional innovation in a certain extent. Finally, the paper summarizes and reviews the full text, put forward the development prospect of the future research.
