In resent years, under the impacts of the government institutional reform and China’s accession to WTO, the trade associations are playing a more and more important role in facilitating economic performance, regulating the industry as well as conducting the functions entrusted by the government and so forth. Our country’s trade associations, however, are facing the difficulties of low level of self-regulation, weak service ability and unbalanced development, etc. In order to explore the approaches to promote the level of trade associations’ self-regulation and crack the nut above, this dissertation selects 86 provincial trade associations in Zhejiang Province and analyses them from the angle of function and power, exploring what sorts of problems they have.Firstly, this paper try to define the autonomy of trade associations from the standpoint of concept, character and function. Then it interprets autonomy of trade associations from the aspects of pattern, theory and connotation. After that, we discuss the dilemma of trade associations in industry self-discipline and dispute resolving which is caused by their own defects of staff and earnings. The next part combing with some individual cases, describe the particular dilemma of autonomy such as the loopholes in industry regulation, the lack of experience in industry supervision and the weakness in dispute resolving mechanisms. Then, we try to summarize the experience of Zhejiang Software Association in activities organization, function display and income generation. Finally, we proposed some measures to promote the autonomy of trade associations:to perfect the national and local legislation, to promote the transition of regulatory system and to strengthen the self-improvement of trade associations.
