Old-age care institutions take huge social responsibilities, thus the risk in this industry is great. When the central government determined to speed up the development of old-age care service, the contingency happened in old- age care institutions are frequently. Therefore, the central government asked the related departments to strengthen the safety management of old-age care institutions and improves the service quality. However, old-age care institutions in our country have so many characteristics. For example, this industry has various shareholders, and both the service suppliers and recipients are labors. The size of these institutions is limited, moreover, the labor quantity is not enough and the labor quality is comparatively low. In addition, the service items are complex. All of these characteristics lead the institutions to be caught in many potential risks. Since the difficult and key points of social responsibility inner control in old- age care institutions lie in the risk assessment, this paper analyze the social responsibility inner control from the perspective of risk assessment.Combining the case study and normative research approaches, this paper summarizes the fundamental theories in the social responsibility inner control in old- age care institutions, as well as the service characteristics and the main risks. This paper takes the Agency G as an example. Adopting questionnaire, interview, risk matrix and other qualitative and quantitative research methods, this paper discusses the social responsibility risks of Agency G and designs an implementation procedure for risk inner control according to previous risk assessments, from the aspects of production safety, products’ quality, environment protection, resource saving, employment promotion and staffs’ interest protection. The procedures cover the goal setting, risk recognition, risk analysis and solutions.
