Since the reform and open policies carried out, the public legal services have made great strides forward, but because of the continuous economics and social development, the public demand for diversified legal services supported by the government is growing increasingly intense. However, in real life, the issues of "difficult to find a qualified lawyer" caused by the uneven distribution of legal resources, "difficult to lodge an appeal" due to the imperfect legal service channels, and "difficult to get compensations" ascribed to the inadequate legal aid system are common existence. Not only by strengthening the role of government, but also with the aid of the social forces can solve these problems. In response to this need, this paper focuses on the issues that how to provide public legal services of Public-private Partnership. So this research has clearly important practical and theoretical meaning.This paper was guided by the spirit of the policy about "promoting the public legal services ".The author used the academic point and theoretical analysis framework of the Public-private Partnerships theory, as the case of Enshi, to provide systematic and in-depth exploration about the issues of the public legal services.The whole paper is divided into four sections:The first section is introduction. The author describes the background studied in this paper and emphasizes the significance of this research. Through the analysis of the relevant research results at domestic and abroad, the author defines the important concepts of this paper, and logical thinking of this paper.The second section is about the study of theoretical tools:Public-private Partnerships theory in this paper. This part is mainly to study the Public-private Partnerships theory which includes four contents:the social background of Public-private Partnerships, the analysis framework of Public-private Partnerships, the difficulties in the operation by Public-private Partnerships, as well as the applicability of the public legal services by analyzing Public-private Partnerships research.The third section is about the Public Legal Services provided by Public-private Partnerships as Enshi for example. By using empirical method in this part, the author comprehensively introduces the "Enshi model" which is one of public law service pilot projects, and on the basis of Public-private Partnerships analysis framework that includes "cause", "process", "result" three stages as well as "participation motivation", "reaching a consensus", "cooperation-benefit" other eight relevant factors, analyzes the issues of the public legal service provided by Public-private Partnerships in Enshi specifically and deeply. On this basis, the author summarizes the experience and limitations of the "Enshi model".The fourth section is about the summary, discussion and suggestion. On the basis of summing up the case study of Enshi, the author discusses the issues that how to optimize and promote the public legal service provided by the Public-private Partnerships, and puts forward measures and suggestions accordingly.The innovation in this paper is mainly manifested in the following three aspects:The first innovation is the topic of this paper. According the domestic related research, there are lots of papers on the Public-private Partnerships and public legal services, but there are quite few research on the combined Public-private Partnerships and public legal services. Therefore, this paper has its new value due to the research topic.The second innovation is the analysis framework. On the basis of Public-private Partnerships analysis framework that includes "cause", "process", "result" three stages as well as "participation motivation", "reaching a consensus", "cooperation-benefit" other eight relevant factors, the author analyzes the issues of the public legal service provided by Public-private Partnerships in Enshi specifically and deeply. This type of analysis model is outstanding innovation since it was used in the domestic academic circles for the first time,.The third innovation is about the measures and suggestions. By theoretical thoughts of the "Enshi model", in order to fully promote and optimize public legal service provided by the Public-private Partnerships, the author put forward four policy Suggestions:building high-level legislation, improving regulation ability, promoting team construction, adding the funds. These measures and suggestions are highly original and strongly applicable.
