This study analysis the model’s evolution of public-service-supplying inGuangdong rural, then analysed the background, practice mode type and run effects ofthe public-private partnership of public services in rural areas in Guangdong, and thendiscussed cooperation goal, the main body, the process, and the system of thepublic-private partnership model, after that, analysed the predicament faced bycooperation from three levels of the ideas, systems and institutional. Finally, on thebasis of learning from the advanced experience, Combined Guangdong’s actual,proposed targeted model and suggestions of public-private partnership in rural publicservices. Specifically, the main content of the project as following:①basic understanding of rural public services’ public-private partnerships.Coverage of public services in rural areas is very wide and diverse nature of thedifferent types of public service. This determines the public-private partnership has itsboundaries, and also determines the diversity of public-private partnership in form.How to identify the applying scope of the public-private partnership in public service?Study reference research at home and abroad, then promote public services sales indexto determine the range. To sales index lower, the attributes of public goods stronger,the less likely supplied by the private sector, on the contrary, To sales index higher the,the attributes of personal belongings stronger,the greater the possibilities offered bythe private sector. The form of public-private partnerships including serviceoutsourcing, franchising, leasing, sale and other forms.②The changes of rural public service supply mode in Guangdong Province sincethe founding of China. Since the founding of China, supply model of public-service inGuangdong mainly experienced three stages: the people’s-commune-period’s"commune led, farmers to participate in" mode, the contract-responsibility-system-period’s”government issued indicators, enterprises, farmers pay "mode and after thereform of fee-to-tax period’s “government-led, public-private partnership” mode. Thischanges in the road, in essence, a reflection of the continuous optimization of the dynamic adjustment of the different periods’ macroeconomic development strategy aswell as the "three rural" policy in China.③the typical practice-patterns of the public services in public-privatepartnerships in Guangdong rural. According the contribution, the public-privatepartnership model is mainly characterized by five types: the "private owned public aid"cooperation model with resource-oriented; the “public help, private opporate"cooperation model with combination of thin and fat; the" public-private joint venture”cooperation mode with the village promoted; the“public buildings,private opporate“cooperation model with demand-oriented; the “joint venture public opporate”cooperation model with government top-down driven. different models have differentworking conditions, the operation of mechanisms and forms of cooperation,andformec respective characteristics.④elements analysis of the public-private partnership model of public service inGuangdong rural. To various public-private partnership model, the target value,positioning of body, the risk-sharing mechanism, supervision and management, andinstitution building,are the key factors affecting the success or failure of cooperation.First of all, in the goal of cooperation, fairness and efficiency, democratization andarbitrary,single-win and all-win,are three teams of goal will be deposit in hand.Secondly, It is need to sort out the role of the relationship between government, theprivate sector and the public. thirdly, It is need to establish a scientific risk preventionsystemto prevent the cooperation risk. Fourth, the supervision of market access, costprice, quality of service during cooperation are necessary to prevent public-privatecollusion. Finally, institutional factors are important factors restricting thepublic-private partnership. It including”special systems" and “involving system".⑤the plight of public-private partnership model in rural public services. First,cognitive difficulties. Reflected the lack of knowledge of the public service nature,lack of awareness and attention of the public-private partnership in many of ruralgovernment departments Secondly, the system dilemma. Reflected in:lack of”specialsystems" and “involving system" is so more;the lack of systematic institutional system,the weak grassroots operability, and so on. third, the institutional dilemma. One hand,It reflects in the shift functions of rural local government is not complete, play avariety of roles, and cooperation is easy faced awkward role. The other hand,thefinancial system bring the plight of the development of public services in rural areas.⑥public service evaluation model of public-private partnership mode. We take Ltown F town,and P town as research object, on the basis of interviews, surveys, take combination of methods of level analysis and cost-effectiveness analysis, buildpublic-private partnership evaluation model about township public transport, compareand evaluate the three towns’ public-private partnership in public transport in recentyears. And then found that: public-private partnership mode in pursuit of goals of theeconomy, efficiency, and effectiveness, has an absolute advantage then completelypublic mode;but has disadvantage in the pursuit of "public","fairness" goals.There is abig difference in the same mode of cooperation in the application effect in rural areasof the different regions of Guangdong. Meanwhile,The same rural area under theapplication of different modes of cooperation effect differences.⑦experience at home and abroad of the public-private partnership model. First,model in UK public services from the early "nationalization" model to the"privatization" model, to the pluralistic and participatory reform path. From this, werecognize that: supplying mode reform of the public service should take thepublic-private partnership mode as the goal, and should improve and perfect themarket mechanism, cooperation rules, administrative system. Second, from aexperience in public-private partnership in American’s public health, we know that, todevelope the public-private partnership mode, the following thing should be done: thesupport of the political leadership, government credit protection, establish risk sharingresponsibility, rationalize the use of cooperative funds, sound laws and regulations as asafeguard. Third, domestic experience tell us that: public-private partnerships forpublic services in rural areas need to combine local conditions applied flexibly.⑧the goal and the path measures of public-private partnership model in ruralpublic services. The goal model should be: comprehensive "fair","efficiency","democracy" and "all-win" variety value, and establish a sound incentive assessmentsupervision institution system, clear the the rights, responsibilities betweengovernment departments and the private sector in the cooperation in public service,protect the villagers’ right, make a efficient mode of "pluralistic governance" in in ruralpublic services. Under the guidance of this target mode, We should find the reformingpath and measures from cognitive, system and institution three levels.
