Strengthening the management of Party members is an important aspect of Chinese Communist Party’s own management. Since the 18th National Party Congress, the Central Committee has put the principle that "the Party must handle Party affairs and be strict in Party discipline" on a more prominent place, and presented many new spirits and requirements with regard to further increasing the scientific level of Party building. In the new situation, however, the Party organization building and Party members building are also faced with many old difficulties and new problems. Especially in the management of the floating Party members and membership, there is always a variety of bottlenecks and constraints. Although bold exploration and active innovation have been undertaken in many places all over the country, it is difficult to have a breakthrough performance.Based on the basic level perspective, this paper studies the case of the Party member ID system of Changxing County, Zhejiang Province (hereinafter referred to as "the system"). It evaluates the application effects of the system and emphatically analyzes the key problems such as floating Party member management and Party member ID management, so as to provide some useful references for strengthening the management of Party members at a deeper and higher level. This paper includes four parts. The introduction section which is the first part introduces the background and significance of the topic. It briefly describes the importance, necessity and urgency of strengthening the dynamic and identity management of Party members under the new conditions of "be strict in Party discipline", market economy, ruling by law and information technology. Meanwhile, it reviews relevant studies to determine a research method which combines empirical analysis and comparative analysis. The second part focuses on specific exploration of the system, a brief introduction of its conception, function and epochal innovation,the course from conception to implementation of the system and its specific structure. It also compares the system with some advanced practices in other cities to fully demonstrate its features. The third part focuses on analysis of the system’s practical effects. It presents evaluations on the system from three aspects, i.e., the Party’s organization departments, the basic level Party organization and Party members. It provides some assay data and specific cases for demonstration as well as some difficulties and problems exist in application. The fourth part presents some discussion and thinking on improving the system’s practical effects and provides three suggestions, i.e., to further break through a variety of limitations and expand application scope, to further strengthen the system implementation and enhance its rigidity, and to further strengthen the guarantees and improve the practical effects of the system.
