Since gaining independent, India and Vietnam have been maintaining the traditional friendly relations. During the Cold War, India actively supported Vietnam against France and the United States. In order to achieve peaceful unification of the Indochinese regions, India did a lot of moral and material support and assistance. But before the end of the Cold War, the foreign relations between India and Vietnam were greatly influenced by Vietnam’s domestic politics and the international strategic situations. Political and foreign relations between the two countries were especially outstanding, showing the characteristics of instability and discontinuity. In the post-Cold War, with the end of US-Soviet confrontation, the political multi-polarization and economic globalization were developing rapidly. Given the political situation of the world’s drastic changes, the two countries had to adjust their foreign strategies. In the process of India’s strategic adjustment, it showed the characteristics of realism, paid more attention to the economic development. Accordingly, in order to achieve diplomatic independence in a larger extent, Vietnamese foreign policies also transformed from "one-sided" to "balance". Compared with the Cold War, the two countries carried out the all-round foreign interactions in the field of politics, economy, military and other aspects in the new period. During this period, the two countries’ political and military relations were better than that of economic cooperation, but also they explored to excavate the huge potential of bilateral economic and trade cooperation. In the post-cold war era, the rapid development of the relationship and the establishment of strategic partnership of the two countries resulted from many factors. The 1980s’international situations prompted them to shift the angle of observing the world, which had far-reaching influence on the theirs relations. The rapid growth of export-oriented development of the two countries pushed the bilateral relations to move forward in breadth and depth. The China factor was an extremely important consideration in the strategic planning of India and Vietnam, it can be said that balancing the impact of China’s rise to regional strategy pattern was one of the major motivations for the development of the bilateral relations between the two countries. Based on the East Asian new political, economic and security situations, India and Vietnam will likely to rely on each other, highlight the importance of political cooperation, accelerate the development of defense and security cooperation relations, deepen economic and trade cooperation and strengthen the strategic partnership.
