For a long time, security administration is the key point of public service. In a new era, with the linkage mechanism and the informative means, the grid management provides much more convenience and efficiencies than the traditional ways. While the linkage mechanism is realized on the basis of long-time evolvement of "linkage" ideology and full exploration in the grass-roots community, the power of informatization technique starkly demonstrating the strongpoint of “linkage” ideology. Based on the linkage mechanism of grid management, this thesis focusing on community safety and try to understand: how is the residents cognition to a modern community which holds more efficient protection provided by a technology-equipped administrative power; While in position of the grass-roots society where social management is increasingly valued, how is the willingness and capability of social forces to participate in the social security management; what’s the deficiencies of residents participation during the process of socialization of security management.In the process of urban modernization, Shanghai is facing a complex urban management situation, the linkage advantages and technical advantages of the administrative departments are not capable enough to cope with the various and conceal security issues occurs in city management. Together with the trust issue of urban public management, and lackness of cognize of city safety work, easily lead to the contradiction between the subject and object of the urban management, and even lead to judicial disputes, consuming the administrative resources while it’s already tensely distributed.For one thing, the modernization leads to contradiction between subject and object in urban management; for another, it also proposes government a greater diversity ofpublic security and great deal of deeper demands to government capability. In addition to the fact that streets’ and communities’ troubleshooting, security problems quickly solving,the demands also related to the setting of security issues, the allocation of security resources, collaboration and cooperation of social forces and security administration departments, and people’s interests and the discourse power of the community in the safeguarding process, and so on.The power of information technology can not completely eliminate the problems of community life. Social problems within construction of urban modernization still affect the living environment of the community residents and the working environment of public servants and community workers in different ways. At present, the communication content in the community is reducing, and the community issues are homogeneous. In other words, the social capital accumulation in the community is difficult. And that could weaken the cohesion in the community, abate the common procedure ability of residents,and increase the free-riding behavior in the community life. Not only could this trade increase the difficulty to the operation of community management system, but also affects the efficiency of the community security problem solving. Besides, it also sets a barrier to the communication between government and community residents.Communities are also closely related to grass-roots governments’ public security work, including undertakes the implementing work of the government. Although that part of community work is conducive to the maintenance of security, it also leads to a strong administrative tendency. As the basis of grid management, information collection and communication is fundamental work to do, but as an autonomous organization, the neighborhood committee also faces the demands of residents to be responding in a timely manner. Face the working conditions of "thousands of lines above and a root needle below", community workers may easily resulting in a negative attitude.Although the linkage mechanism is of great help to improve administrative efficiency, it is still insufficient to solve the problems in public security administration.Having hot pursuit of efficiency would easily cause the weak foundation in value of public service. Nowadays, government is undertaking a comprehensive development task,therefore can not respond to the diversity of multiple public demands. Only to achieve a rational and institutionalized responsive mechanism to security demands, and docking thesecurity needs with security supplies, can lay a solid foundation for the development of the city. That requires the joint efforts of public officials, community workers and community residents. By abating neighborhood administrative trade, thicken community social capital, and strengthen exchanges and cooperation between social power and executive power with advanced informative technique, solidify foundations of security management can be built. Simultaneously, it also helps to clean up contradictions and obstacles in the city modernization development.By on-site visit to A community in J town located in Shanghai, I pursue this research mainly in the form of the questionnaire and surveys. And having follow findings. First,residents within the community tend to believe its safety, but not satisfied about some specific security issues, such as illegal car operations, poor drainage, theft and burglary.Second, community organizations take safety work under the government’s leading,causing strong tendency of bureaucratic and residents’ low-level willingness of interaction. Third, the social participation foundation for residents is not thick,community cohesion is not highly enough; these are main reasons for the lack of social motivations of safety management.
