According to the enterprise, the technological innovation ability(TIA) determines the competitive ability, it creates new market opportunity, and it is the long motivation of improvement of productivity and quality. Meanwhile, the technological change that technological innovation causes plays a great important role in economic growth and the improvement of the competition of country (or area). As the subject of economic activity, the competitive ability and TIA of enterprises directly determine the ability of the economically potential growth and the competitive ability of country (or area). So how to use the theory of technological innovation to evaluate and analysis the TIA of enterprise and the factors that effect it. And how to use it to find the suitable strategy of technological development and the measures that improve the TIA of enterprises. And from the macroscopic perspective, namely from the angle of the country (the area), how to build the technological environments and take the technical policy to improve the TIA. This thesis first Proposing the complicate systematic model of technological innovation and analyzing in detail the systematic factors , relation of them and systematic functions; Secondly, under the guidance of complicated systematic model of technological innovation, using the case to analysis the inner reality of technological innovation of enterprise, And analysizing concretely the station of technological innovation systematic factors and the existing problem of Fujian Province; Thirdly, Through the real questionnaire investigation of the large-and-middle-scale industrial enterprise of Fujian province, using " law of entropy value" to assess the ability of them, at the same time, analyzing the actual technological innovation situation of the enterprise and the main existing problem; At last, under the guidance of technological innovation theory, In order to promote the economically continuous growth in Fujian Province, from the microcosmic( the enterprise) angle, proposing the concrete measures to improve the ability of technological innovation of enterprises and the innovative performance, From the macroscopic(area) angle, proposing the policy and countermeasure that promote the technological innovation ability of Fujian Province.
