Internal administrative normative documents specifically refers to administrative organs at all levels to strengthen internal management, improve administrative efficiency, the implementation of laws and regulations and directives of superiors, commands, guiding and binding effect of normative documents developed by its internal staff. In general it is different from external administrative normative documents that have a direct impact on the rights and duties of administrative relative person and not to be effective, but some internal administrative normative documents because of a procedural nature, discretionary, their application must involve external things management, tend to produce an external effect in real life, it will indirectly affect the rights and obligations of the legal relationship between the body of citizens, legal persons and other.External administrative normative documents due to a direct impact on the rights and obligations of citizens organizations, China has formulated relevant laws and regulations to regulate them, but due to internal administrative normative documents not directly affecting the interests of organized civic duty, in theory and practice among its regulation rarely addressed, therefore, we consider it necessary to study the internal administrative normative documents, effectively regulate its external effect exists, prevent the executive power of deviant.This paper is divided into four parts:The first part: the basic theory of internal administrative normative documents;Part II: normative documents of internal administrative problems and cause analysis;Part III: internal administrative normative documents regulating extraterritorial experience and enlightenment;PART IV: to improve regulation of internal administrative normative documents.Through the improvement of internal administrative normative documents legal regulation system, to balance public interests and individual interests, by controlling the right to legally deal with the legislature, the executive, the relations between the judiciary, the judiciary throughinternal administrative review of decisions of regulatory documents and improve the compensation mechanism for relief, recovery improve accountability system to protect the rights of the legal relationship between the body of citizens, legal persons, etc., in order to establish a service-oriented socialism, the rule of law-oriented government, in order to achieve the ambitious goal of a socialist harmonious society.
