Study On The Policy Instrument Of The Management Of Private Endowment Institutions

At present, the accelerated development of China’s aging population, a substantial increase in the number of oldest old, empty nesters, lost only child elderly and disabled elderly, endowment issues have been widespread concern in the community. With the rapid development of pension services, private endowment institutions bear a very important role, need government management and supervision, central and governments at all levels as well as civil affairs departments have issued a series of private endowment institutions to support and encourage the development of policy documents. This research takes the policy instrument as the breakthrough point, and studies the development situation of the private endowment institutions in our country.First of all, the paper summarizes the research achievements of domestic and foreign scholars in policy instrument, through the text research method, query and browse the state council, ministry of civil affairs and other ministries,national aging portals and other websites, to have been released to encourage and support the development of private endowment institutions,management and supervision of private endowment institutions policy documents, carding according to the time sequence, the existing policy instrument for the management of private endowment institutions as a basis for classification, the policy instrument are divided into enforcement, financial incentive and social participation, in order to establish a policy instrument analysis framework of government management. Secondly, from two perspective of recipients and users of policy instrument, respectively of Xi’an City private endowment institutions of residents and management, service staff launched questionnaire, through descriptive statistical analysis the problems that existed in Xi’an City private endowment institutions management; research on the existing policy instrument of government departments in the management of private endowment institutions, nalysis of the existing problems of various types of policy instrument. And then to the United States, Japan, Chinese Hongkong, Chinese Taiwan and other countries and regions in the management of endowment institutions policy instrument experience is introduced. Finally, the design and selection of policy instrument for the management of private endowment institutions, in government departments, private endowment institutions, the elderly and their families as the longitudinal axis, countermeasures and suggestions on the policy instrument of the management of private endowment institutions.Innovation points of the paper:(1)Relying on domestic and foreign scholars research results of policy instrument, combing through existing national policy documents, the policy instrument are divided into three types: enforcement, financial incentive and social participation, establish a policy instrument analysis framework of government management.(2)From two perspective of recipients and users of policy instrument, research on policy instrument on the management of private endowment institutions respectively. Through the design and selection of policy instrument for the management of private endowment institutions, from a policy oriented and stakeholder oriented two aspects, put forward the suggestion of optimizing the policy instrument.
