Since the new century, China’s elderly population has a rapid expansion, and our country running into an aging society. The hundreds of millions of elderly people’s routine care and health services bring very great challenge and pressure to the social service system. It is difficult to meet the growing pension service demands only by government power. Whether in the field of pension funding investment, institution construction, or the supply of endowment service products, it is necessary to have a scientific and reasonable adjustment for the current social endowment model. It is very urgent to introduce nongovernmental sectors run the institution endowment, construct more pension service facilities, provide more high-quality professional pension services, and advance the social endowment.In that context, the article choice the private capital participation in institutions endowment as the research object, on the basic of analyzing the aging of China’s social background and the current situation of private capital participation in institutional pension, uses performance evaluation as a breakthrough point to study the problems of nongovernmental sectors run the institution endowment. The paper builds the evaluation index system of private pension institutions, and confirm the weight of each indicator, with assistance from balanced scorecard and analytic hierarchy process (ahp), to provide a reference tool for making the proper policies and self-diagnosis of the organizations. It also applies the evaluation index system to the survey of the private pension institutions. And it analyzes the problems of the non-govern owned care home in the field of resource investment, service outputs, institutions management and the stakeholders and gives some specific and targeted reference comments.
