As the important part of America’s foreign strategy, democracy export plays an important role in protecting its state interest and pursuing for the world hegemony. Meanwhile, it is also a significant part of America’s state interest. It is not only the powerful tool of America to exert influence on other countries, but also the important target which America wants to achieve in terms of its external actions. The democracy export strategy during Bush administration caused severe danger both to America and to the world. This is why Obama made strategic adjustment externally after he took office and why America’s external action has become low-key now. However, democracy export has always existed in the foreign policy of the US government. No matter how America’s foreign policy changes, democracy export has always been its important means to achieve the state interest. Especially today, when new media such as Internet and mobile phone are developing, America pays much attention to the important role of Internet in democracy export, so that it will definitely strengthen the degree of democracy export and bring challenges to the development of developing countries.Through analysis of the democracy export strategy implemented by three government sessions of America after the Cold War, the author further shows the significance of this strategy in America’s foreign policy and the diversity of its implementation and calls for the need to strengthen the alertness to America which may use democracy export to intervene in other countries’ internal affairs. Meanwhile, through the research of America’s democracy export strategy, the challenges and threats of the strategy to the safety of China’s ideology are displayed. Based on that, the author puts forward the countermeasures and suggestions to respond to the ideological infiltration of America.This thesis mainly consists of four parts. The part expounds the basic composition of the democracy export strategy of America. Firstly, it states that the contents of democracy export strategy include America’s political system and values; secondly, it confirms that the evaluation criterion for the target country of democracy export is the moral sense of America; thirdly, it deals with the flexibility and diversity of democracy export implementation; fourthly, it shows that the final target of democracy export strategy is to achieve the state interest maximization and maintain America’s world hegemony. Based on that, the root of democracy export strategy is further explored, namely, the unique ideology and culture of America and the pursuit of economic interest as well as political interest. And The part focuses on the international background of America’s efforts of strengthening democracy export and the theoretical basis of its democracy export strategy after the Cold War. It paves the way for the discussion in the second part. Then in the second part, the democracy export strategies in Clinton administration, George Walker Bush administration and Obama administration are respectively elaborated, and the theoretical viewpoints proposed during their administrations, the specific export strategies and the adopted concrete actions are studied.The third part discusses the challenges and threats of America’s democracy export strategy to the safety of China’s ideology as well as the cautions that China should pay attention to. Such a strategy mainly threats and challenges China in seven aspects: challenge to the guiding position of Marxism; threat to the socialist political and economic systems; the negation of historic contributions that the communist party of China made, and the negation of the socialist road of China by smearing the images of China’s leaders and heroic figures; influence to China’s ideological construction by spreading the values and lifestyles that egoism and mammonism pursue and the so-called cosmopolitanism; ideology infiltration with the help of missionary activities; ideology inculcation to Chinese intellectuals in a planned and step-by-step way, undermining the foundation of socialism; and increasing difficulty for China in safety construction of ideology through an enhancement of media propaganda of American democracy with the aids of new media like the Internet. These challenges and threats require China to pay attention to some cautions. China not only needs to recognize the inevitability and perniciousness of America’s ideology infiltration, but also needs to recognize the protracted nature and complexity of class struggle in its own ideological sphere. On basis of these recognitions, China will make right strategic choice to strengthen the safety construction of ideology.The fourth part mainly analyzes how to defense against America’s democracy export strategy and the countermeasures that China can adopt to maintain the safety of China’s ideology. The author thinks China can cope with America’s democracy export strategy from the following areas: strengthen the economic construction to build solid material foundation for the safety construction of China’s ideology; consolidate the Party’s construction to improve the combat effectiveness of CPCC against ideology infiltration; enhance ideological and political work to provide powerful spiritual strength against ideology infiltration; reinforce the culture construction to positively shape a good image of China; establish stable social mechanism to construct the social security against ideology infiltration.
