Research On The Paths To Modernization Of China’s National Governance

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China pointed out: The overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics,and to promote the modernization of the national governance system and capacity.,which is the ruling party raised the level of modernization from the national system for the first time, which promoted national governance from artifacts to a higher level of institution building. To achieve vivid pattern of positive interaction of “the government- market- society”, and establish a set of running the party, state and army, defense and foreign affairs and other areas of internal affairs of a long-term fundamental institutional system and coordination mechanism in order to provide fundamental support system for the realization of the great rejuvenation of the Chinese nation is an important connotation of modern governance. The modernization of the national governance have the common features of diversification in governance body, ruling of law governance and modernization of governance technologies; the personality traits of modernization of the national governance includes:process of achieving governance modernization is more arduous, the government-led governance structure, the results of Chinese governance will inevitably form a National governance model with Chinese characteristics and become a model for the world.Recessive structure and dominant structure constitute the structures of modernization of national governance: recessive structure consist of national governance idea,institution and organization operation. Modernization of governance institution is the essential characteristic of modernization of governance system, modernization of organization operation directly shows the modernization of governance ability.Transverse dimension of five areas consisting of economic governance, political governance, cultural governance, social governance and ecological governance and longitudinal dimension of three levels consisting of state governance, local governance and community governance are interwove to form the dominant structureof modernization of national governance.China faces three major governance modernization resistance: the path of the traditional system of governance dependent hinder innovation, vested interests t block reform, promoting governance lack of consensus. The political power of modern governance is that national leadership committed to reform, the economic power is the transformation of economic development and market-oriented, the social power is pluralistic and diverse social structure and dynamic ideas, the external force is globalization. There are four paths to governance modernization:the basis path,the basic path,the fundamental path and open path. The status of governance modernization reflected: gradual reform, from an incremental reform to a storage reform.The basis path includes consolidating the foundation of governance, encouraging grass-roots to explore and innovate, building a modern socialist political culture. The basic path includes achieving the modernization of national governance system and the socialist rule of law. There are fundamental ways to promote political restructuring,develop socialist democracy, achieve the modernization of party’s governance. Open path means to establish a global vision to actively learn from the useful achievements,never copy from but go our own way firmly, actively participate in global governance.The base path is the cornerstone of modern governance,the basic path, open path and fundamental path can’t be implemented without solid governance foundation and grass-roots exploration and innovation, and the modernization of political culture. The basic path is in a transitional state between the fundamental path and the base path,implemented after the base path and meanwhile the practice conditions of fundamental path are not yet ripe,we can advance the implementation of the basic path,through promoting of the modernization of national governance system,achieving socialist rule of law,to further consolidate the results of the implementation of the base path, as well as lay the foundation for the implementation of the fundamental path.The basic route takes precedence over the fundamental way, the success of basic path may provide important opportunities and possibilities for theimplementation of the fundamental path. Fundamental path is the core and the final path,there is no long-term foundation and the guarantee of core system without political reform and the modernization of Party’s governance.To implement the basis path, basic path and open path aimed at the final implementation of the fundamental path to the ultimate realization of the modernization of national governance. Open path is the external aid for the other three paths, through learning other national experience and governance model from the world by a wide range,it can provide support and assistance for the implementation of other paths, and avoid governance risks that may arise.The Chinese nation is a country with thousands of years of glorious history,Chinese civilization had long pioneered and had become a Grand world civilization in the history. Meanwhile, the Chinese nation suffered unspeakable suffering and temper. Today, we have experienced several years of misery and brilliance, and confidently pursue the great rejuvenation of the Chinese dream. China should not be weak, but should be strong; China should not only care about our own development,but should lead the world fashion. We must uphold the leadership of the Communist Party of China, forge ahead, self-improve and build the Communist Party of China and our country, to realize the great dream of the Chinese nation.
