Research On Performance Assessment Of Grassroots Administrators Of Qingdao Economic-technological Development Area

With the continuous strengthening of the driving force of the development of our market economy as well as the introduction of advanced management philosophy, performance assessment of the government has been widely applied and recognized. The governments enhance the capability of performance assessment and improves the level of scientific assessment, which embodies the government’s capability of managing social development as well as the level of internal managing techniques of the government. Compared with performance assessment of the government and the performance assessment of the civil servants, research in the performance assessment of grassroots government is rare, whether it is about theoretical achievements, concrete mode of behavior or managing pattern of assessment. The grassroots government administrators, who take the management function of grassroots government as well as the task of serving the masses, are not only the implementers of the national strategies and policies, but also the spokesmen of the government image. It is an imperative new problem how these people improve their working capability, enhance working enthusiasm in the grassroots governments. And it is also a challenge how the grassroots governments improve the execution and scientifically manage the organization and the staff.As the pioneer of economic development, the management philosophy and mode are comparatively advanced and the application of performance assessment is also mature. In spite of this, many problems still exist in the system of the performance assessment of the grassroots government administrators, which lead to many obstacles of the performance assessment of the government. Therefore, the analysis of the problems in the performance assessment of grassroots administrators of Qingdao Economic-Technological Development Area not only serves as a regional representation, but also contributes to the improvement of the national system of performance assessment.First, considering the actual developing phase of our economy and the implementation of the system of performance assessment, the background and subject of the research are put forward, and the connotation of some theories, which are ease to mix are made clear, for example, “the grassroots government administrators”, “performance assessment of the government”, “performance assessment of the grassroots government administrators”. By analyzing the policies of our nation, comparing the researches on the performance assessment of the grassroots government home and abroad, theoretical foundation is laid for the research on the managing function of the grassroots government.Secondly, in combination with the actual work of the performance assessment of grassroots administrators of Qingdao Economic-Technological Development Area, the basic mode and system of the performance assessment in this area are analyzed.Thirdly, the obvious problems are analyzed from the aspects of system, subject, procedure and results, which exist in the performance assessment of grassroots administrators of Qingdao Economic-Technological Development Area. Moreover, the reasons for these problems are explored to pave the way for the proposal of the improving measures.Fourthly, the measures aimed at the existing problems are discussed. The improving measures are put forward which are suitable for this area.Finally, the conclusion is drawn that efforts should be made to improve the managing capability of the government as well as the ability of the government’s performance assessment and the foundation should be laid for stable development of the performance assessment of the grassroots government.
