During all the material and spiritual civilizations created by human beings, legal is the system that can well reflect the basic social values of a nation or a country. It is also the comprehensive reflection of a dynasty or a country’s material living conditions within a certain historical period. Legal culture is the sum of Legal Thought, legal system, legal facilities and a series of legal activities and results of the social superstructure. Ji Areas is a space-time conception with a long history and dynamic locations. As an important part of Chinese traditional legal culture system, there are a lot of theoretical and practical significances to learn it deeply, describe it perfectly and abrogate it rationally. Started from Xia Dynasty. The early Ji Areas legal culture has a strong religious moral tone and the legal origins include the original religion, the social taboos, the etiquette rules, the honor concepts and so on. the Ji Areas legal culture has pioneered the evolution from the common law to the statutory law. The legal culture of ancient Ji Areas includes legal thought, legal construction and some other aspects: the long-standing legal thought of Ji Areas lays a foundation for the legal culture of the Chinese nation; the plentiful achievement yielded in legal construction leaves precious wealth to the legal civilization of the Chinese nation. Its development is in a clear vein. In accordance with textual research, the law in ancient Ji Areas has experienced a process, from origination, development, climax to decline. It took its first step in the pre-Qin period, and reached the climax in Sui and Tang dynasties after continuous development in Qin and Han dynasties and Wei, Jin, Northern and Southern dynasties, and finally, walked towards decline after Song dynasty. It has the following characteristics. First of all, there were many figures and outstanding aristocratic families specialized on the study of law. Secondly, there were many famous officials and scholars who combined profundity with virtue, and the Confucian legal thought was taken as the mainstream. Thirdly, legal construction yielded plentiful achievement with significant characteristics of national integration. Its historical contribution was mainly reflected in the fact that jurists in Ji Areas were the earliest to propose the theory of mixed legal system. The legal thought and legislative activities have continuously driven the development of the Confucian-based law, and the legal construction and development which advocated the integration of diversified nations. The legal culture of ancient Ji Areas has brought profound enlightenments to the contemporary legal construction: in our contemporary legal construction, we should reinforce the cultivation of talents specialized on law study, and promote the outstanding traditional Confucian legal thought of Ji Areas. Furthermore, we should attach much importance to the absorption and reference of the advanced experience and lessons learnt at home and abroad.
