Study On Government Function In The Field Of Urban Cultural Heritage Manage Ment

With the speeding up of urbanization in our country, urban public goods attribute of cultural heritage has emerged. Government departments are dominant in the management of the public goods and are the planners in the urban cultural heritage management to perform multiple functions, such as planning, development, protection, management, supervision, and so on. These questions need to be addressed. What are the functions of the government playing in the urban cultural heritage management? What kind of problems exist in the operation of government functions? How to display the functions of the government utility optimal? On the basis of four chapters in this paper, with the application of literature research, investigation research method and depth interview method, this thesis researches into the government functions in the urban cultural heritage management.The introduction part introduces the background information, the significance of the research and other relevant research. The first chapter is theoretical basis. It summarizes the basic concepts of urban cultural heritage, and the theory of public product attributes and functions of the government. This paper is based on the public interest theory, stakeholder theory and new public management theory.The second chapter analyses the current situation of the Fuzimiao (ConfuciusTemple)---Qinhuai Scenic area in Nanjing and discusses the functions of the government in urban cultural heritage management operation status.The third chapter analyzes the government functional configuration, functions institutions of the government, the realization means of the government functions and the supervision mechanism of government functions in Fuzimiao (ConfuciusTemple)---Qinhuai Scenic area in Nanjing and summarizes dilemma of government functions in the urban cultural heritage management.The fourth chapter offers the countermeasures to optimize the government functions, on the basis of the public interest theory, combining case analysis of the Fuzimiao (ConfuciusTemple)---Qinhuai Scenic area in Nanjing. Solve the urban cultural heritage management functions of the government under the rule of law and the public supervision by optimizing the configuration of government function, strengthening the construction of democratic rule of law, the government’s planning function and cultural and educational function, rationalizing the government institutions, using the new government tools such as public participation.
