Through the enrichment and practice of the theory of the development of Marx’s theory of human development, The leadership of the Party has pointed out that as the primary stage of communism, people’s development is bound to be restricted by this special historical stage of socialism, and the contradiction between people’s development and "material dependence" can’t be solved yet. In reality, the level of productivity development and people’s labor ability does not adapt, the contradiction between individual needs and social resource allocation imbalance, irrational to release one’s personality, and the international environment of complex and values distorted, have become the main problems restricting the development of people in the new period. For Marx human development should include the contents of four levels: one is the increase of labor ability, people should be adapted to development level of productivity of labor ability; The second is the development of social relations, rich social relations is the prerequisite for development, directly decides the development of degree; The third is the full display of one’s personality, because the person with free individuality has unlimited creativity; The fourth is to constantly meet the individual’s needs, because as conscious beings, people can only gradually push forward the social history through constant practice.Marx has defined the connotation of the people’s development very clearly, through the practice of Chinese socialist construction, According to the change of national conditions, the leadership of China has given some specific content in different historical period to promote the people’s development, which including: "physique" overall development, "material civilization" and "spiritual civilization" coordinated development, "the three represents", "people-oriented", "Chinese dream" and other important development concept that have had a positive effect on promoting the people’s development in the specific historical period. On the basis of summarizing the theory and practice of human development which mentioned above, this article is trying to give suggestions to solve the people’s development issue at present, which is according to the new characteristics of the times and through the analysis and discussion on the problems related to the development of the people in our country at present and combined with the connotation of the development of Marx and the relevant governing philosophy of the new leadership group. Meanwhile, to provide necessary theoretical thinking and guidance for the harmonious society construction is to build a well-off society in an all-round way in practice embodied, which is of great significance to promote the development of people at present stage.
