Study On The Government Behavior Of Fund Management In Residential Special Maintenance

Residential special maintenance funds are defined according to the law in order to ensure the housing normal use after the expiry of the warranty set up specifically for residential common parts and common facilities equipment overhaul, updating, and transform of the fund.The development of urbanization and real estate market prosperity make buildings and cell number increases year by year,Maintenance funds for housing "pension" is an important prerequisite for residents to live and work in peace and contentment.But with the development of the maintenance fund management system in China,More and more problems come out,Maintenance funds collection difficulties,Use the program complexity、The government regulation、Frequent capital value increment rate low and so on questions,make the maintenance funds management is struggling.In order to solve these problems,guarantee the people to live and work in peace and contentment,many cities in our country the first adopted a series of measures,in order to promote systematic maintenance funds management and convenience.This article is first conceived under such a social background.Under the same system,is different in different cities in maintenance fund management,but the effect is different. Therefore, through the study of government behavior in the management of maintenance funds, help to deepen our maintenance fund management system development and change of the understanding, understand the different city in the maintenance fund management modes of behavior and effectiveness, to understand the change of China’s local government functions in the construction of city communities and administrative idea.In this paper, the theory of common pool resources, public service theory and public governance theory, using the method of literature research and case study method, starting from the concept of residential special maintenance funds, overview of development of China’s residential special maintenance fund system and the existing system, the necessity of government behavior existing in the maintenance fund system and the brief analysis, in the maintenance fund management and several typical Chinese city practices were compared and analyzed. At the same time, taking Quanzhou city as an example, the status quo of Quanzhou municipal government departments, in the maintenance fund management, defects and causes, finally, the optimization of government behavior in the maintenance fund management in Quanzhou city.
