Property management is a management activity, which is most closely with people's ordinary life. But in practice of Chinese property management, there are lots of property management disputes and violations of the rights and interests of the owners .In order to form a harmonious community and society, in order to make the property management industry develop smoothly and safeguard legal rights and interests of the owners, In 1990, China has already began to promulgate series of laws and regulations to standardize property management activity.In June 2003, the State Department promulgated the"Regulations of Property Management", signified that the development of Chinese property management and the protection of the people's housing consumer rights went into the orbit of the legal system. However, the"Regulations of Property Management"lacks of the institutional design of the theoretical foundation, when it faces various of the practice problems, it did not play a role in resolving disputes very well. In October 2007"Property Law"promulgated and implemented officially."Property law"has provided rules of ownership, which is provided the legal basis and the scientific theory for the owners to solve Chinese property management industry.In this article, there are three parts:The first part, it resolves the basic conceptual issue of property management, for example, the concept of property management, the owners and the autonomy defined. The owners of autonomy and the theoretical basis of the owners of the building were discussed in this part. And it defined that in China, the owners of building was standing on core status in property management trade, because of the ownership of the building.The second part of the article discusses the owners' autonomy, and it talked about character of the owners' autonomy and analysis the owner's autonomy. And on the basic of defining the character of the owner's autonomy, it talked about the institutions and content of the autonomy organization. At last, it talked about the issues that the institutions of self-government is lack of supervision.The third part deals with the ways of the owners' autonomy .In this section, first, the author talks about the rules and statutes of autonomy. The rules of autonomy are also known as the constitutional statutes of autonomy, and it is the most important basis for the owners' autonomy. The article also talks about the rules of autonomy's character, content and effectiveness. In order to manage community, they use the convention of the owners and committee of owners. In this part, the author also talks about the rule that the convention of owners and the committee of the owners ' resolution.
