Reason Analysis And Countermeasure Research Of The Unexpected Event

At present, China is in a period of the social transition. The social contradictions, which was brought by the social transformation, on the condition of certain excited trigger, easily lead to mass emergencies. The causes of the mass emergencies was analyzed by maximizing depicting an unexpected events of the group in Z town, L city, Hunan province. From Pubic Management perspective, this paper analyzes the reasons for the unexpected events of the group, combining of the unexpected events of the z town.This article discussed the unexpected event of the group in Z town, L city from three aspects.At the first part, the happening cirtumstances, nature and characterisics of the grounp event was indroduced. Second part is about the origins and causes of the group event, which is the focus of the article. About the event, The writer think it have five reasons, include the surface causes and the deep-rooted causes. Third part is about the countermeasures of the unexected event.
