With China’s reform and opening-up, China’s political and economicdevelopment and urbanization process has made certain development, change a lot ofeconomic and social changes, this is a full of opportunities and challenges of the times.However, in front of the opportunity, China’s political and economic transformation isfacing severe challenges, the crisis prone, inadequate social stability, social andeconomic development has been affected seriously by urban and rural areas, has aseries of mass emergencies is the most typical example. Urban and rural massemergencies occur frequently, not only a threat to social stability, and even related tothe rationality, economic development and social system speed. Governments at alllevels must face in urban and rural grass-roots mass emergencies, culture awareness,recognition and analysis of the causes of urban and rural mass emergencies, activelyrespond to urban and rural mass emergencies.At present, urban and rural group events appear sudden, universality, severityand complexity, which brought the wide influence, economic loss and harm. Based onthe current situation of urban and rural group events as the main object of study,focuses on the existing during the transitional period of the Chinese urban and ruralmass incidents in a series of problems and feasible countermeasures.Taking Guizhou Wengan incident, Anhui Chizhou event and some typical urbanand rural mass incidents were analyzed as a typical case, find the factors which affectthe relationship, and puts forward countermeasures. Continuously improve our abilityto respond to urban and rural group events, in order to promote the development ofharmonious society.
