Urban and rural massemergencies occur frequently, not only a threat to social stability, and even related tothe rationality, economic development and social system speed. Governments at alllevels must face in urban and rural grass-roots mass emergencies, culture awareness,recognition and analysis of the causes of urban and rural mass emergencies, activelyrespond to urban and rural mass emergencies.At present, urban and rural group events appear sudden, universality, severityand complexity, which brought the wide influence, economic loss and harm. Based onthe current situation of urban and rural group events as the main object of study,focuses on the existing during the transitional period of the Chinese urban and ruralmass incidents in a series of problems and feasible countermeasures.Taking Guizhou Wengan incident, Anhui Chizhou event and some typical urbanand rural mass incidents were analyzed as a typical case, find the factors which affectthe relationship, and puts forward countermeasures.
