Research On The Management Mechanism Of National Student Loan Under The Stakeholder’s Perspective

The National Student Loan(NSL) Policy has been carried out in China for more than15years. While recently, some problems have raised, for example, the default rates keep rising,the loans supply can’t meet the needs badly, banks become reluctant to lend, and so on, whichexpose the flaws in the current management mechanism of NSL. The research cites thestakeholder-theory of enterprise management, and creates a brand-new perspective ofstudying the establishing and operating of the NSL’s management mechanism. The articleaims at the disadvantages of the NSL management system in active, takes the rights,obligations and the interaction relationships of the NSL stakeholders as the mainline, buildsup a model of NSL management mechanism, which contains the whole process, everysub-factor and sub-system of the NSL. Moreover, the management mechanism modeldemonstrates the mutual affects and supports among all the stakeholders and how they affectthe function of the whole mechanism. The research is conducted according to the followingfour parts:Firstly, the author quotes the stakeholder-theory as the theoretical support of the NSLmanagement, then states the development of the theory and its applying into the businessadministration, and approves the possibilities of using the theory in the higher education field,illustrates the roles and liabilities of the government, bank, university and students in the NSLsystem.Secondly, the chapter is began by reviewing the history of the NSL development, whichis mainly focused on the politic, economic and social culture backgrounds to find out thecauses of the NSL system. The author divides the NSL policy evolution into pre-period,mid-period and the adjust-period, which helps summarize the changing of the ideas and thereforming of the patterns during the innovation of the NSL management.Thirdly, study into the concepts and mechanisms of the student loan in foreign countries.The author chooses American, England and3countries of Asia as example, summarizes theirsuccessful experience and special features in the aspect of student loan designing,management organization setup, process improvement, risk control and so on. Based on theabove conclusion, author comes up with some cues in completing our own NSL management system.Finally, the last part of the paper focus on the establishment of the NSL managementmechanism. The author sorts out the stakeholders of the NSL into2classes and assigns eachsubject with matching rights and duties, brings into the government legislation and localcourts to fulfill the force of the NSL law, sets up the Credit Information Center and NSLManagement Center, formulates the principles of the mechanism operation. The managementmechanism not only found the inner motivation system, but also makes full use of other socialforces to supervise the behaving of the whole NSL system. What’s more, the existence of theprocess management and the restriction mechanism greatly ensure the NSL managementmechanism operates steadily and enduringly.
