Athens Charter thought that city life is made up of work, inhabitant, recreation, routinecommunication. The western scholars also believed that the work is the most important in that all,but for the Chinese citizens,they believed that stable residence lead to work well. Study offloating-people inhabitant space and its adaptation in the megacities is an important step whichachieves citizenship.The floating population in Ningbo City was slow growth from1990to2000, but rapid growthfrom2001to2010. The Sixth Census showed that the total floating population in Ningbo reached2,288,500, the same meaning as that accounting for30.09%of the city’s resident population. Withthe inner town renewing recent years, floating-people clustering areas migrated from the CBD tothe suburbs, and further to the countryside.According to the Sixth Census, the floating–people in Ningbo city had some generalcharacteristics, such as: the most of floating people was inter-provincial migration and youth labor,their average education was junior high school, they moved to cities in order to earn more moneyby working or doing business.Floating-people inhabitant clustering areas were different in the city, that the space they livedin, such as CBD, suburbs and countryside had different characteristics. The field work showed thatthe most floating-people were family migration and rent to live in Ningbo city, they had manyways to find house, and they thought the environment and the rent were the most importantpositions, In different areas, the decision of the living and working relationship was different. Inaddition, rent decreased from the center to the suburbs, rough housing internal conditions in starkcontrasted to the perfect surrounding commercial facilities, their communication gap were less than30minutes,“fellow hold together” and so on.Qualitative analysis showed that floating-people migration in city was passive, migrationfactors and the path of spatial-searching were restricted. It formed the spatial differentiation whichfloating-people scattered in the CBD, enclaves in the suburbs, less enclaves in the countryside.Because of the difficult social flow, the low degree of recognition to the “citizenship”, thepoor sense of belonging to the society, floating-people’s citizenry was impeded. Therefore, in the process of promoting new urbanization,we must pay attention to the living intervention onfloating-people.
