| As one of few universal welfare states in the world, New Zealand has formed its own characteristics on the development of special education, making the "1989Education Act" as the basis,"the New Zealand Disability Strategy" and "Special Education2000" as the pillar, followed by a series of special education policy for the guarantee. It has been established a thorough system of special education services. Special education services in New Zealand have paid attention to early prevention and intervention, timely treatment and correction for the children with special needs, to improving the quality of service in the field of special children’s services, to the special children’s potential development of dynamic monitoring and intervention in the process of development and continuous improvement. Besides that, services also pay attention to the effective interaction of individuals, families, schools and communities during the teaching of special education, intervening, developing individual education plan. These measures created a good atmosphere on government promotion, social support, professional and non-professional collaboration, multidisciplinary teamwork, public widespread participation, joint connection with the family education, school education,social and community education.This research takes the evolution of special education policy of New Zealand as a clue, traces the process of development of special education, according to the social welfare policy analytical framework of Neil Gilbert and Paul Terrell to present the related services in the New Zealand on four aspects including the special education service providers, the objects special education services, the contents of special education services and funds for special education services. Basing on China’s "national long-term education reform and development program (2010-2020)" and "special education enhancement program (2014-2016)" which put forward to develop special education requirements, and combining the development process of special education policies in New Zealand with special education related services perfect, the research proposes several recommendations in order to better promote the development of special education and the improvement of special education service in our country. These recommendations include follow things. The special education policy changes from regulations to laws and regulations. Special education services will be upgraded to the national priority areas of basic public education services. Special education team of expand and cooperation services should be strengthened. Besides that, promoting diversified investment funds for special education services subject and strengthening the construction of special education services team should also be included. |
