| The essence of policy is that the country promotes the development of a certain field.The education policy also can manage and guide the development of education.In February 19,2020,Ministry of Education of New Zealand announced the formal adoption of the Education(Vocational Education Reform)Amendment which will mark a new era for tertiary education reform in New Zealand and it came into force on April 1,2020.This study is centered on the amendment and deeply analyses the Amendment to summarise the trend of the development of tertiary education in New Zealand with the history of development tertiary education policy.Then this study tracks its implementation status of policy in the future and provides reference for our country about policy implementation and revelation of higher vocational education.This study consists of seven parts,and the concrete content is as follows:Introduction.This part is to analyse the background and the significance of this study and definition of the core concept,review the previous studies at home and abroad,and intuoduce the methods and the ideas of the study.Chapter 1:Review the policy of tertiary education in New Zealand.There have been two major turning point in 1989 and 2000 from emerging the tertiary education of New Zealand to the present.The beginning period of the higher vocational education development in New Zealand is before 1989.So its development history can be divided into three stages which is the beginning period,the first major turning point and the second major turning period.Chapter 2 and 3: Interpretation of 2020 Education(Vocational Education Reform)Amendment in New Zealand.This part is to deeply analyse the Amendment from the three aspects of the background,policy objectives and content of the Amendment.Chapter 4: Summary of development trends from 2020 Education(Vocational Education Reform)Amendment in New Zealand.This part analyses the development trends from three aspects which is higher vocational education system,Institute of Technology/ Polytechnic and funding system.Chapter 5: Policy implementation status.This part introduces the implementation status of the major reform measures involved in the Amendment.Chapter 6: The enlightenment of higher vocational education in New Zealand to our country. |
